Electrical Inspector/Field Commissioning Specialist
Job Description:
This is a position for a well-rounded, self-motivated, hands-on, problem solving individual. The position will require broad duties, and will provide an excellent opportunity for career development. The ideal candidate will have experience in the water/wastewater industry (pumping plants and treatment facilities), with experience in (and aptitude for) mechanical systems, electrical systems, instrumentation and controls, and SCADA systems.
This is a skilled technical position working in both a field and office environment. This position requires some self-directed work, along with performing tasks as directed by supervisors. Basic work functions will consist of: 1) electrical inspection, and 2) startup and commissioning.
Electrical inspection duties include: detailed inspections of all phases of construction projects involving electrical installations (e.g. conduit runs, duct banks, conductors, service sections, distribution panels, motor control centers, local control panels, PLCs, hard-wired relay logic controls, and instrumentation); witnessing the performance of electrical system testing (e.g. NETA testing, meggar testing of conductors and motors, electrical circuit continuity testing, ground resistance testing, ground fault testing, circuit breaker testing, and motor control center testing); ensuring conformance with contract construction drawings and specifications, and approved material and equipment submittals; documenting instances of material and/or installation non-compliance; clearly and professionally informing the contractor and client of non-compliance issues, and discussing required corrective work; monitoring and documenting contractor labor and equipment utilization for field change order work; attending a variety of construction meetings relating to contract administration and inspection; coordinating contractor activities with client’s operations and maintenance staff; communicating all pertinent information to the project managers; and preparing detailed daily inspection reports.
Startup and commissioning duties include: coordinating with the client’s staff, contractors, subcontractors, and equipment manufacturers/suppliers; field verifying the proper operation of all electrical equipment, components, instrumentation, and controls; witnessing (or occasionally conducting) operational demonstrations, simulations, and validation tests of Plant process systems for all operating modes; verifying control functions and monitoring provided by programmable logic controllers; verifying proper transmission of status and alarm signals to and from client’s SCADA system; witnessing performance testing of equipment; and preparing detailed daily inspection reports, checklists, and logs.
Minimum Qualifications:
• Graduation from high school or GED, supplemented by two years of college or university coursework in math, computer science, engineering, or related field
• 10 years of experience (as an inspector, technician, or contractor) with installation of electrical systems, controls, instrumentation, and SCADA systems within the water/wastewater industry
• 5 years of experience (as an inspector, technician, or contractor) with field startup and commissioning or troubleshooting of electrical systems, controls, instrumentation, and SCADA systems within the water/wastewater industry
• Ability to logically and systematically troubleshoot faulty equipment (mechanical, electrical, or instrumentation)
• Ability to read construction drawings (all disciplines)
• Ability to communicate with design engineers of all disciplines (process, civil, mechanical, electrical, controls)
• Familiarity with NFPA 70, National Electric Code, and ability to interpret code requirements
• Familiarity with P&IDs, process control loops, PLCs and PLC networks, and HMIs
• Detail-oriented with strong technical skills and interpersonal skills
• Effective oral and written communication skills
• Experienced with PCs, Windows operating systems, Windows Office, Internet, e-mail, and smartphones
• “Self-starter” with initiative and ability to organize and manage work, and balance competing priorities
• Legally authorized to work in the United States without restrictions
• Ability to drive to job sites within Southern California (valid driver’s license)
