With regard to design and construction engineering services, we believe the percentage of contract change orders, particularly errors and omissions-related change orders, is an indication of the quality of the engineering services provided. During the preparation of contract documents, members of our project teams carefully review all utility drawings, field review project sites to ensure construction drawings correctly represent actual field conditions, expose all interfering utilities, send copies of drawings to all utility companies for review and comments, and subject all contract documents to extensive peer review by an internal design review committee made up of registered civil engineers. By strictly adhering to these practices, our project teams are able to hold contract change orders to extremely low levels.
